Governing Body

CDID#1 is governed by a three member Board of Supervisors elected by eligible voters within the District. The supervisors serve six year overlapping terms with one position standing for election every two years. The election for Superivsors is held on the first Tuesday after the first Monday in February in each even numbered year.

Sherry Bean- Supervisor

Sherry  Bean was appointed as Supervisor in 1993 by the Cowlitz County Board of Commisioners. She owns Employers Overload, a temporary staffing agency and is very active in community service.

Ray Caldwell - Supervisor (Chairman)

Ray Caldwell was appointed as Supervisor by the Cowlitz County Board of Comissioners in January of 2005. Ray owns All-Out Sewer and Drain Service, an environmental spill response and sewer maintenance company. He currently serves on the Longview stormwater advisory committee.

Bill Hallanger - Supervisor (Vice Chairman)

Bill Hallanger was first elected as Supervisor in 1996. Bill is a commercial real estate agent for Rodman Realty. He is also an elected Cowlitz Fire District No. 2 Commissioner.

CDID #1 Advisory Committee

While the Board of Supervisors are directly responsible for the direction of the District, the CDID #1 Advisory Committee provides a forum for community input. The Advisory Committe is comprised of nine committee positions that are held by local government officials and representatives from local businesses who have a vested interest in, or the potential to be affected by District operations. Committee meetings, held once a month, provide a forum for discussions regarding the effectiveness of District Operations and Management and the impacts to the local community at large. __________________________________________________

Voter Qualifications

Eligible voters in a District election inlcude:

• Individuals who have been registered to vote in Washington for 30 days or more before the election and have owned land within the District for at least 30 days before the election.
• Partnerships or corporations that have owned land within the District for at least 60 days before the election
• The State of Washington, its agencies, and political subdivisions that own land within the District except that government entities may not participate in elections concerning District Supervisors.
