District Staff

CDID #1 presently employs seven full time positions that act to implement maintenance and operations activities as directed by the Board of Supervisors. Full time staff is supplemented during the Summer months with several local High School seniors and/or college students who participate in the District's Intern Program

District Manager - Judi Strayer

Judi has been with the District for over 20 years. She was hired as the District's Administrative Secretary in 1990 and promoted to District Manager in 2006. She has broad responsibility for overall District managment including staff superivision, financial managment and budget preparation, long range planning, and emergency preparedness.

District Engineer - Ken Cachelin, P.E.

Ken's job is to provided technical oversight, develop standards, and provide recommendations for the implementation of District operations and maintenance activities. Ken also reviews project proposals and works with the US Army Corp of Engineers to ensure that the levees are maintained to Federal standards. Ken joined the District in 2009.

District Operations Foreman - Dan Finn

Dan has been with the District since 1986. He provides day to day oversight and coordination of all Operation and Maintenance activities.  Dan also serves as District field representative to constituents, coordinates with utilities, and provides inspection of District projects and third party projects that may affect District interests.

District Admin. Secretary - Jill McClung

Jill answers incoming calls, compiles meeting minutes,  performs radio dispatch operations, processes invoices associated with district expenses, handles payroll, and performs other administrative duties as assigned. She has been with the District since 2008.

Operator/Mechanic - Soda Chimm

Soda is the lead equipment operator who also functions as the District mechanic for making repairs to various pieces of machinery. Soda has been with CDID #1 since 2006.

Operator - Darren Frye

Darren serves as the backup heavy equipment operator and runs one of the District's field mowers in addition to providing general operations and maintenance support work. Darren has been with the District since 2006.

Operator - Chance Cox

Also with the District since 2006, Chance runs the other field mower and keeps busy with a wide variety of operations and maintenance activities.

  Field staff work diligently to keep all equipment in top shape and ready for emergencies.
