Cowlitz County Department of Emergency Management
CDID #1 partners with the Cowlitz County Department of Emergency Management (DEM) during storms and high water events for all phases of emergency preparedness. In the event of an emergency, CDID#1 staff is alongside other community leaders at Emergency Operations Center to provide critical feedback and help coordinate needs for flood fight efforts. United States Army Corps of Engineers
CDID #1 works directly with the United States Army Corps of Engineers (USACE) Portland District to review applications for levee encroachments, inspect and certify the levee, and provide technical input on all matters relating to levee maintenance and improvements. NOAA’s National Weather Service
Storm response and flood fight efforts are largely dependent on forecasts from the National Weather Service (NWS). Flood alerts, flood warnings, and river stage information published by the NWS River Forecast Center are critical to emergency preparedness and knowing when to act. Real time information and projections on local river conditions can be found at the National Weather Service website
Washington State Department of Ecology
The Department of Ecology administers a National Pollutant Discharge Elimination System (NPDES) Program for stormwater discharges associated with construction sites, industrial processes, and Municipal Separate Storm Sewer System (MS4) activity. CDID#1 is a secondary permittee for MS4 activity, and works with Ecology to review NPDES permit applications for proposed discharges to our system. Visit Dept. of Ecology website
Cowlitz Clean Waters
A collaborative initiative of the City of Kelso, City of Longview, Cowlitz County, CDID #1, Kelso School District, Longview School District, Washington State University Cowlitz County Extension, and Lower Columbia College. This partnership is committed to developing a public information and education campaign to help inform the Lower Columbia region about the impact of stormwater runoff on our local waterways and to affect behavior changes and water quality improvements in our communities. City of Longview
CDID #1 partners with the City of Longview on a variety of projects ranging from water quality improvements to day-to-day maintenance. District and City staff collaborate often to address drainage problems and identify best practices for stormwater management. Visit City of Longview Stormwater website
City of Kelso
A portion of the CDID#1 drainage system is situated in west Kelso. This affords CDID#1 a unique opportunity to reach beyond the boundaries of city limits and collaborate with the City of Kelso on a greater level to address regional stormwater issues. Visit City of Kelso Stormwater website
