Main Pump Station Bridge Repairs
Scope of work includes minor repairs to one concrete bridge and one timber bridge including but not limited to replacing one timber pile cap, re-attaching cross bracing, erosion repairs and grout repairs. The Invitation to Bid was distributed to certified businesses registered in MRSC, but no bids were received. The project was re-bid and will be awarded via direct contracting to a qualified contractor from the list of uncertified businesses on the MRSC solicitation list.

Use of Statewide Rosters
MRSC
Beginning January 1, 2026 the District will begin using the statewide small works rosters established under RCW 39.04.151(2) and administered by the Municipal Research Services Center of Washington (MRSC) to award projects. Only contractors registered with MRSC will be invited to bid or quote small works projects.
Direct Contracting
CDID#1 intends to use direct contracting for small works projects estimated to cost $150,000 or less. To avoid favoring contractors, the District has created a Business Utilization Plan and is taking steps to help create opportunities for small, minority, women and veteran-owned businesses. In 2026, our goal is to award 8% of small works projects to OMWBE-certified businesses.
In order to be qualifying, small, minority and women-owned business must be certified by the Washington State Office of Minority and Women's Business Enterprises.
In order to be qualifying, veteran-owned businesses must register as a business with Washington Electronic Business Solution (WEBS) and become certified with the Washington State Department of Veteran Affairs.
